Windows 10: Settings close immediately and start menu 'critical error'

Hello it's me Reggie. I was trying to play Animal Crossing: New Leaf on my Nintendo 3DS when all of a sudden I tried to use the start menu on my Windows 10 and got a message saying "Critical Error. Your Start menu isn't working. We'll try to fix it the next time you sign in." On the same day my settings also suddenly broke, just showing the loading screen for 5 seconds and immediately closing when I try to open it.

I think they probably have the same cause since they happened on the same day but I ran it through Malwarebytes and it didn't detect anything so I don't think its a virus. I also tried using SFC /scannow in powershell and nothing happened. How fix?

As the issue still persist, I suggest you to create a new user account and check if the issue still persists.
