Windows 10: Settings Panel Opens full screen

Discus and support Settings Panel Opens full screen in Windows 10 Customization to solve the problem; Somewhere between Win 10 1809 and 1903 my Settings screen started always opening in full screen.     Settings Panel Opens full screen


    Somewhere between Win 10 1809 and 1903 my Settings screen started always opening in full screen. I can resize it to the "usual" Settings Panel size and it will stay that way until the PC is rebooted and then back to full screen. I have a dual boot system with the Windows Insider version and it opens in the "normal" size. I can also create a new user and if I use this the Settings panel opens in the normal size, not full screen.


    Although a relatively minor issue I would like it to open in normal size. Logging on and using as a new user or even a new clean install is not a real option. I use this system for my recording studio and would lose some add-ons that are no longer available or able to be relicensed.


    I posted this on the tenforums.com but have no resolution. I suspect a registry entry is where the problem is but I don't what it is, or the parameters.


    Current OS is Win 10 Pro V1903, Build 18363.720.

    Settings can't be opened using the built-in administrator account


    Hello,
    Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
    I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
    I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
    Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
    I can access settings in Safe Mode but this will not allow me to create a new account.
    Any help/suggestions will be greatly appreciated.

    I would suggest you to try the following steps to open the Control Panel in the system.

    Step 1: Opening Control Panel in Windows 10.


    • Open Run command box by simultaneously pressing Windows and R keys (Windows + R).

    • In the Run dialog box, type
      Control
      and then press Enter key to open the classic Control Panel.
    Step 2: Access Control Panel in Windows 10 from desktop.


    • Right-click on the Start button (Windows logo button at the bottom-left corner of the desktop) and then click Control Panel to open the same.
    Step 3: Launch Control Panel using search.


    • Open Start menu or screen.

    • In the search box, enter Control Panel and then press Enter key to open the same.
    Note: You can quickly access the search with the help of Windows + C hotkey.

    Step 4: Create Control Panel shortcut on desktop.

    • Right-click on desktop, click New, and then click Shortcut.
    • In Type the location of the item box, type the following path.
    explorer shell:ControlPanelFolder

    • Click Next button.
    • In the Type a name for this shortcut box, type Control Panel, and click Finish button. You can now double-click on the Control Panel icon on the desktop to quickly launch the same.
    Step 5: Pin Control Panel to Start or taskbar.


    • In the Start search box, type Control Panel.

    • When you see search results, right-click on Control Panel entry and then click Pin to Start to pin it to the Start menu or screen.
    Note: Clicking Pin to taskbar will pin the Control Panel to taskbar.
