Windows 10: Settings: SystemSettings.exe - System Error

I just did a clean install of Windows a few days ago. I was trying to speed up this HP 15-bs006ds laptop for my mom. Everything was running great. Ran some debloat scripts on it, installed a little SSD, and installed antivirus software on it. I went to change some network settings by right clicking on the network icon in the task tray. Right clicked open network and internet settings and an error popped up. Settings: SystemSettings.exe - System Error. I ran my AV software did not find anything. Ran Tron script it did not find anything. Finally, as a last precaution I ran Zemana and it found nothing. I ran system file checker. Nothing was corrupt. I also ran DISM and everything checks out. I wish I would of made a restore point but this laptop is so slow I was trying to speed it up. It had been running really fast and smooth. I really do not want to lose all the work I did tweaking this thing. Plus like I said it is running great besides the fact I cannot access anything in network settings because of this error. I am thinking about doing an in place upgrade. However, I am not sure if I will lose all the work I did running the debloat scripts etc? Figured I would post here and see if anyone can think of anything else I could try?

McAffe blocked C:\windows\immersivecontrolpanel\systemsettings.exe from internet access.

What is this program and why would system settings need to access the internet?

That's what the auto setting will do since you're over the 1333 mark it jumps to the next step which isn't listed or officially supported I assume by that ram.

At this point though I would suggest dropping the multi one step or .5 so that we can get something stable and possibly take the heat issue out of the picture for now.

In my firewall logs I am seeing the following being blocked:

C:\windows\immersivecontrolpanel\systemsettings.exe

It seems to happen every time I launch the new settings "control panel".

Why does this happen? Why does settings need to connect to the internet?

Currently I have it blocked in the Windows Firewall but I was wondering why it does this.
