Windows 10: Shortcut key for making a specific image available in clip board?

Wanted to check if this is possible. Say I'm chatting with a friend in discord / steam chat / etc., and say there's some meme image I use a lot. What I want is to be able to press some shortcut key combinations, so that this meme picture becomes available in the system clipboard, then I can just ctrl+v in the chat box to post the image.

Now I have to have that image open in some browser and every time I need it I'll have to go make a new clip using snippet or Windows key + shift + s. Can it be easier?

How do I copy and paste an item from clip board?

 

Windows 10 Print Screen does not save anything to my clip board

Using Windows 10 Professional, build 17134.765, version 1803.

Asked a thousand times I'm sure, and one more time here.

I am aware that Foo+PrintScrn is supposed to copy the image to my clip board for pasting into GIMP or Paint or Photoshop or whatever.

It's not doing that.

To Reproduce:

1. Try Anything+Print Screen
   
2. Open MSPaint
   
3. Try Ctrl-V
   
4. GoTo: 1 for every other key.
   
5. Silently weep...
   

What do I need to do to make PrintScreen capture the screen data to be pasted into MSPaint or whatever other program I want to use?
