Windows 10: Sign in - Endless loop.

I turn on computer and get the first splash screen, I hit enter so I can enter my password, however, this is we’re the problem starts. After I hit enter the screen that appears shows my user name but no rectangular box to enter my password. It just has the words sign in. I click on these words and it say “just a moment” they is says “Signing out” and it takes me back to the original splash screen and it continues in an endless loop. I’ve tried numerous ideas presented on various websites with no luck.

• Have you checked if the hard disk is set as first boot device in the BIOS?
• Which version of Windows is installed on the computer?
• What did the HP supported suggested you to fix the issue?

I'm having the same problem. I tried to convert to a new local administrator from a Microsoft sign in and my computer is in an endless loop.

I upgraded my Toshiba Satellite i5 from Win 7 Pro to Windows 10 this morning. other than having to uninstall a couple of minor apps and the slowness in coming from a black screen to desktop, it went on without a glitch.

Then the trouble started. Cortana does not work. it shows the small window, but does not accept input. There is no Start menu. I searched for solutions online, one of which was a suggestion to restart the Windows Explorer. It did not help. I decided
to reboot and try another suggestion. Sign out first out of the Ctrl Alt Del, then request a reboot. (This is the second attempt, the first reboot worked.) Windows is stuck on a blue screen with a flashing dotted circle, sign saying Signing Out, the mouse
pointer which responds to movement, and no responses to any key combination. I power it off, then power it back on after a minute or two and the same blues screen appears. Endless loop.

I contacted Microsoft Answer Desk, no help.
