Windows 10: Signing Into VPN

Discus and support Signing Into VPN in Windows 10 Network and Sharing to solve the problem; I'm getting the message " Failed to load preferences" when trying to sign into my VPN.     I'm getting the message " Failed to load preferences" when trying to sign into my VPN. Has anyone else come across this issue?
