Windows 10: slow computer / busy cpu

according to task manager, even when computer is idle, CPU is running 94-99%, memory .4%, HD ,4. network 0, mostly from system

HP laptop I-3 cpu, 1 tb ssd, 8 gb memory. win, 10, 64 gb,

removed almost every program, scanned with 10 different virus & malware software programs.

computer still works, but slow and freezes a lot.
