Windows 10: slow download speed

my microsoft store download speed in incredibly slow, from 3 to 15 Mbits/s when my connection is gigabit, i tried every troubleshooting intructions i could find in the internet:
running windows store troubleshooter

configuring delivery optimization

updating windows

clearing store cache

signing out and back in

reseting microsoft store

changing dns

registering microsoft store

and changing download mode to bypass

also im trying to download forza horizon 4 if that matters.

• I would suggest you to test the speed using any of the speed test website or app to confirm the upload and download speed.
• I also suggest you to reset the wireless router to check if that helps.
  
• You may plug in the Ethernet cable if available and check the speed.

Microsoft store download speeds and windows 10 app load speeds are very slow

• The latest update I have showing is "2018-02 Cumulative update for Windows 10 Version 1709 for x64 based system KB4074588"
• I've tried all the below steps suggested by Eeshwar Kumar in this link: Why is Windows Store's download speed so slow?
• And also all by Jane La in the below: Microsoft Store Very Low Download Speeds
