Windows 10: smartscreen is unreachable windows 10

ive been having this problem when i try to run something and i have tried everything i have found online i even completely reset my pc my internet is working fine. i dont know what to do.

Windows 10 smartscreen is unreachable

Hey all,

I am having issues with windows 10 as it says that Windows Smartscreen is unreachable and I can therefore not install anything new onto my laptop. So far I have tried finding the setting and turning it off and on again to no avail. I have also tried reinstalling
Windows 10 and that has still not helped the issue. Also I am getting quite anoyed now as it supposedly means that windows can therefore not connect to the internet through my laptop and so none of my apps, windows apps (Such as xbox or Cortana) or any new
installations I want will work. To add to this I am also part of the Windows insiders programme and it also means that I haven't got windows updates or preview builds for about a month now so am a little concerned. Please help soon.

windows defender smartscreen unreachable - windows 10

Chrome has stopped working- it does not recognize the internet, however my internet is fully connected and other apps can access it without issue.

Tried to troubleshoot:

- closed Chrome app & reopened - didn't work

- rebooted computer - didn't work

- uninstalled and reinstalled Chrome - didn't work

- tried installing Opera - got error message: windows defender smartscreen is unreachable and cannot help you determine if this app is safe; installed Opera anyway - app would not recognize the internet connection

I'm now wondering if the Windows Defender Smartscreen is the root of my issue. I've run a Kapersky scan and no issues were found.

What are my next options for troubleshooting this issue?
