Windows 10: Snip tool popping up

Sometimes when I'm trying to play a game or something, the snip tool would appear at the top of the screen. It isn't the entire window, just a small bar at the top of the screen. When I try to recreate what I did, I can't get it to appear.

In Win10 type Snip into the search box in your primary monitor toolbar. Snipping Tool will show up at the top of the list.
