Windows 10: So how can I set the settings for delete a program permanently that goes to recycle bin...

After uninstalling any software, none files of this software doesn't goes to recycle bin. So i can't properly delete a program permanently.For this my laptop running slow. Also in spite of few software there are no space of my laptops Rom. So how can I set this to delete a program permanently within all files of a software?

Files are permanently deleted even though recycle bin properties is set for them to go to recycle bin

I have a two week old win11 computer. I set up recycle bin so I get a warning when deleting files. Recently, I noted that when I delete files, the warning is that they will be permanently deleted. And I no files recently added to the recycle bin (except for one empty folder and one shortcut). I confirmed that the recycle bin properties are set with "remove files immediately" unchecked. Although this is not an office computer, my office IT suggested doing the following

Go to Start > Click All Programs > Accessories;

2. Right-click Command Prompt > Select "run cmd as administrator".

3. Type: rd /s /q C:\$Recycle.bin and hit Enter.

4. Reboot the computer and then you can reuse the Recycle Bin again.

I did and it didn't help.

Then I logged on to a local account I had created and the delete works there, i.e. message asks about deletion, not permanent deletion and files show up in recycle bin.

I've tried searching the web and so many hits are about changing the properties (as noted, mine is correct) or how to permanently delete or undelete, and few seem related to my problem (except one that involved a reinstall:

Why are my files being permanently deleted when my recycle bin settings are set to send deleted files to the bin?

Why are my files being permanently deleted? My recycle bin settings are correct (the option "Don't move files to the recycle bin" is not checked.) When I try to delete a file, the dialog asks if I want to permanently delete the file (no other option is given). Then, the deleted file is gone and does not appear in my recycle bin. How can I fix this?
