Windows 10: Software Protection Service Removing Access Runtime

I have a weird issue I have access runtime 2013 which is required for a business application to run, But every time software protection service starts up it immediately uninstalls the software. I can see in event viewer that its starting and immediately after its removing Access runtime 2013. Does anyone know why this is happening and what I can do to fix it? Can software protection service remove applications? As you can see in the photo the service has started and right after that MS installer is removing access runtime and all its components I keep having to install this application every

  Is your Windows is activated? How are you logging in?
  
• 
  Are you using a MS account or a local account?
  
• 
  If you hav installed any recent software this might be triggering the SPS.
  

The Software Protection Service checks for the authenticity of a software when you try to install one.

It also checks for the activation status of the Windows version that you have installed in
your computer. If the service finds that the software you are trying to install is not legitimate, it denies you the access to install the software.

I understand you concern, if you have installed any recent software then this might be triggering the SPS. As of now, I suggest you to please check the status of SPS in services:

• 
  Press Windows Key + R.
  
• 
  Type services.
  
• 
  Check what state the service for SPS is, it should be in
  Automatic, if it is stopped suggest to change it to Automatic.

Thanks for the quick response, but I still couldn't get it to work. In the system 32 folder I right click sppsvc and go to permissions, then security, and when I try to change the permission to full, the check boxes are greyed out and I can't click them.

Also, I completed the second step and double checked that sppsvc was given full permissions, however I still get "Error 5 access denied" message when I try to start software protection from the services menu.
