Windows 10: Software Protection yields Error 5: Access is denied

As the title says, Software Protection yields the error. I've tried changing perms, editing regs, etc. Nothing works. I've spent over 3 hours on this. This is ridiculous. It says recommend I don't disable it. How does that work when you force me to?
