Amazed you could watch that shaky video, but if you feel this is solved by this you can marked it solved, otherwise leave it unsolved for awhile longer if you are not positive yet.

[SOLVED] Unable to shutdown fully? The fan keeps running

This is working for some with this issue..

You need to install an older Driver for Intel Management Engine Interface.

Try this one First: Intel MEI Driver v10.0.30.1054 INF for manual installation
    Intel MEI Driver INF v10.0.30.1054

If you still have reboot / restart / shutdown issues, try this one: Intel MEI Driver v9.5.24.1790 INF for manual installation
    Intel MEI Driver INF v9.5.24.1790

Source of above drivers - Under Section D1: Intel Management Engine: Drivers, Firmware System Tools

!!!!!!! IMPORTANT - Manual "Have Disk" Installation Required !!!!!!!

    1. Go to Device Manager
    2. Scroll down to System Devices and expand group
    3. Double Click "Intel Management Engine Interface"
    4. Driver Tab >>> Update Driver
    5. Click Browse My Computer for Driver Software
    6. Click Let Me Pick From a List of Device Drivers on My Computer
    7. Click "Have Disk" !!!
    8. Browse to Driver Folder and Select "heci.inf"
    9. Click "Yes" you want to install the driver even though it might not be for your hardware.
    10. Complete Installation, Click OK and Reboot.

Important Notes: You can NOT use the self installer from Intel. It won't install on Windows 10. Just disabling Intel Management Engine Interface in device manager does not appear to resolve the problem.

Issue: When rebooting / restarting / shutting down Windows 10 after the computer has been on for some time, Windows appears to reboot normally, but there is no bios post or beep, monitor is black but fans run. Issue usually happens after playing a 3D game.

This solution did not work for me after all. However, I found that my Sound Blaster Z was incompatible with my Asus Z170-A. When the card was removed, the problem was gone. Others online have mentioned the same incompatibility. I'm back to onboard audio which is nearly as good as the Z IMO.

  7. Hey Intrepid1 why is the MEI file i downloaded in .rar file format when i need it in inf? Also where should i select a "heci.inf file", when my file name is "Intel MEI Driver INF v10.0.30.1054?"

Thanks i really want this to work

Forgot to say that it is about a 70% wakes up fine 30% it does not wake up but the fans are spinning.

I just shutdown my PC when I am done. Not only that but when the PC does not wake up it seems to sometimes corrupt the profile setting of whatever program I had running last and yes I make sure that I close the program first.

I don't care about the myth saying it is better to leave your PC on then turn it off and on. My mother turns off her PC and she goes on it many times a day and they still work.

It's not a myth it's just another school of thought, I leave one of my computers on 24/7 and another gets turned of few times a day, both are still good.

  12. AudreyT: You make too many assumptions, and you assume people are stupid and don't know what they are writing, nor how to use simple age-old windows operating system procedures. FYI...My computer does the same thing. And don't try some kindergarten response on me, I've been fixing computers since the 80's. I'm guessing this issue has something to do with the Intel kernel vulnerability that all operating system owners had to patch this last update. Mine doesn't shut down either, and YES, all the damn settings are correct. (otherwise, why would they work fine for 3 years and stop working after the last Windows Update, ...BECAUSE THE UPDATE BROKE IT OF COURSE!!! (duh) If you want to do support on forums, you have to go a little deeper than surface level, or you are NOT qualified...at the very least, get information before you start assuming. There is a real issue here, and it's NOT SETTINGS!!!

Using older drivers as explained on previous posts on this thread worked for at some extension. Sometimes the laptop shutdown or restart properly. Other times not really.

But recently with one of Windows 10 updates, (i believe it was a big one on the last moth) the problem went away. It's fixed. I can shutdown, restart or sleep the laptop with no problems.

    I hope it help.

    Best regards
