Windows 10: Some apps are black when opened (with the title bar) Please help!!!

On my brothers computer, some of his apps are black when they are opened. When they’re opened, you can still see the title bar, but the app itself is black. He says it started after installing graphics card drivers from Radeon adrenaline, so I’ll try rolling back the drivers and if that works I’ll try and remember to delete this post. Steam, the Minecraft Launcher, and Microsoft Edge where the only ones we’ve seen this happen on but it’s still a pretty annoying problem. We’ve also scanned with Malwarebytes, and Bitdefender. Malwarebytes found 38 PUPs but they all seemed to be Chrome extensions that he had downloaded and trusted. When scanning with Bitdefender (which has a higher detection rate) It didn’t say that those extensions were PUPs so I don’t think malware is the problem. If there are any other solutions that aren’t related to gpu drivers, or malware please share

Black title bars and white text


different request for you guys.
anyone knows how to make title completely remove? I have used the following tweaks: ribbon title icon remover.blank caption text and old new explorer but same result, it did not remove the title completely, here's an screenshot.
completely blank on active windows only




I have found one theme that completely remove the title but the problem is it has a thick border just like w8.

Settings App title bar color

Windows 10; 1909. I set "Settings > Personalize > Colors > Choose your color" to dark and the Settings App's title bar is black like background, how do I change it?

Sure:
In Winaero Tweaker, Under "Appearance" then "Aero Light" select "Enable Aero Light (white text)" as shown here




In Windows 10 Personalize, Turn off "Automatically pick an accent color from my background" and choose accent color as shown.





In Windows 10 Personalization Color Intensity, set Hue and Brightness all the way to the left, Saturation all the way to the right. Set Color intensity all the way to the right. It doesn't seem to matter what color you choose, with the sliders set as shown, the result is black.







In Classic Shell "Start Menu Settings" Windows 10 Settings" tab set options according to shown.




I'm still working on setting the inactive title bar text color. I'd like it to be a more visible gray to distinguish between active and inactive. I also need to change the text to white in the minimized buttons on the task bar.
