Windows 10: "Some of these settings are managed by your organisation" but no work accounts are on my pc.

This is my own personal computer with my own account that is not school related or connected. I cant manage to turn on bluetooth as it is blocked by "my organization" i havent found anything blocked but bluetooth. i am very confident that i have drivers for bluetooth as its in device manager. How do i get rid of this organization block??

How do I remove the "some of these settings are being managed by your organisation" statement in Windows 10 21H2. i have not set one up and this is a personal computer. I've tried steps 2 and 5 from this article and it doesn't work. I can't use Group Policy Editor as I don't have the Professional edition of Windows 10.

Im trying to use bluetooth, but i cant, my guess is that is the "Some of these settings are managed by your organisation" as when I add a device only the bluetooth option dosent work, the external and other option does work. The weird this is, I HAVE NO WORK EMAIL SETUP ON MY MAIN PC. My computer isnt setup by any organisation, its MY pc, and i didnt setup or add any work account, so I have NO idea why that appears, is there any fix except a full reset?

I'm getting "Some settings are hidden or managed by your organisation" in yellow color for the following setting sections in windows 10.

System:

Notification & actions, Multitasking

Personalization:

Lock Screen, Start

Privacy

General

I tried following suggestions to fix the problem.

1. Reset my PC using windows advanced startup option.
2. follow all the solutions which are mentioned in here. link
3. Change Diagnostics & feedback to Full.
4. Reset group-policies for default. link
5. Restore windows

Please kindly suggest a solution to fix this problem.
