Windows 10: Some Windows functionalities cannot be used

After some recent update most notably MS Edge, I cannot click Start menu button. Right-clicking works, but left-clicking makes a "Critical Error" window popping up, saying "Your Start menu isn't working. We'll try to fix it the next time you sign in." Beside the Start button menu, the search box next to it and the search box in Explorer windows also do not work. I have tried checking for errors in command prompt:
DISM.exe /Online /Cleanup-image / Scanhealth
DISM.exe /Online /Cleanup-image / Restorehealth

sfc / scannow

I also tried reinstalling core applications with Get-AppXPackage -AllUsers Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$$_.InstallLocation\AppXManifest.xml"} using Powershell. Also I did troubleshooting at Settings->Troubleshoot->Search and Indexing. Nothing wrong was reported. Sometimes everything recover, but the "Critical Error" window persists, and the same errors appear the next startup.

I would appreciate any lead to fix this. Preferably I want to avoid reinstalling Windows due to some legacy third-party software that I still use.

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

The tutorials provided are just a list of troubleshooting steps. Use only the steps which apply to you.

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.
