Windows 10: something with window of system 32 cmd exe always from timeToTime popin up

i would like to somehow turnItOff, may it be virus? i am not sure, it can, but I do not think so...

i have already tried to stop popin cmd exe window by through gpedit.msc preventing acces to it, but it did not help

please help, {btw:FINDSTR means what, is it find string or find stream?}

The question I am having is the C: WINDOWS/system 32/cmd exe. comes up all the time when I am playing FACEBOOK games or on American Truck Simulator game or looking on YouTube.

why do some exe applications in system 32 show in properties that the modified date is before the created date and the accessed date how can it be modified before it is created or accessed
