Windows 10: Start Menu can't access the system files after the 1809 Update

    Start Menu can't access the system files after the 1809 Update


    The problem is Start Menu can't access the system files.


    For example

    - When I click on File Explorer button on the Start Menu it can't start it.

    - When I use the Search to start things, it does the same thing

    But

    - I can access the files by myself or via Start+R

    - Also, I realized I can access to mspaint.exe. Then I realized when I search for it on the Search bar it gives me a shortcut to it.
    So Start Menu can access system files via shortcut files but can't access them directly.

    So this is all I know about the issue.


    I tried to create a new user, it fixes the permission issue.


    - But the new account can't find the Disk Partition tool on the Search.

    - And the File Explorer is not on the side list by default. I can add it from Settings.

    Also, I don't wanna create a new account and move everything right now.

    That's why I'm here. Is there any other way to fix that?
