Windows 10: Start menu icons are missing for non inbuilt windows apps, options like Run as...

My build is running i5 4690k, nvidia gtx 1050ti, 12gb ram,2tb hdd, genuine fully updated Windows 10 pro version 1909(18363.900) with all drivers updated.

Here are my list of issues:

1. Icons of third party software ,like Adobe, are missing from the start menu like in the link below. Even Windows accessory software and administrative tools icons, like cmd and powershell, are missing as well. Link imgur https://imgur.com/a/J2j26Ds

2)Windows search isn't showing options like Run as Administrator. Also specific settings, like Power and Sleep settings, cant be launched directly from search, have to open them from settings itself. https://imgur.com/a/7ahhRHw

3)Netflix keeps crashing and Photos takes too long to open an image and previously was crashing as well.

Solutions I have tried:

1. I have tried rebuilding icon cache by deleting iconcache.db based on these forum but didn't work

2)I have run sfc/scannow and DISM restore on cmd as administrator but didnt work.

3) Have run ccleaner and fixed all registry issues but didnt work.

missing icons in start menu

  Are you able to find the Icons, when you click on
  All apps in the start menu?

  What is the make and model of your computer?
  

As an initial recommendation, I suggest you to search for the Icons in the search bar, if the icon appears in the search list then
right click on the icon and select Pin to Start and check if the icons appears in the start menu.

If the issue persists, Perform System File Checker (sfc) scan and check if it helps.

System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.

Note: Steps mentioned for Windows 8/8.1, will work fine with Windows 10.
