Windows 10: Start menu not working, Cortana not working.

I'm on Windows 10 and the following stopped working:


Start menu

Cortana

Notifications on task bar

Wifi connections list button on task bar

Windows + I ( We couldn't connect to Microsoft family right now, so your family on this device might not be up to date)


I recently reinstalled windows after a failure to start up. This was done through troubleshooting. Everything worked normally for a while then things started to go wrong. I've tried running sfc /scannow without success, restarted "Windows Explorer", I have uninstalled and resinstalled Windows applications, Nothing works.


Any suggestions other than a Windows reinstall?

Start menu and Cortana not working

I have tried all the steps shown and still no start menu or Cortana. Some of the instructions seem to be windows 7 or 8 based so it was difficult to follow in the different structure of Windows 10.

Are there any other solutions you can suggest. I've checked several other sites, with similar solutions and nothing is working.
