Windows 10: Start menu problem after getting Xbox controller

the start menu and well every other Microsoft menu on the task bar keeps scrolling up even though my keyboard is un plugged and the controller is too. I heard it was a problem with the software for the controllers in this forum post https://forums.tomshardware.com/threads/menus-keep-going-up-as-if-up-arrow-depressed.3639185/. his problem sound exactly like what is happening to me.

Can’t connect Xbox one controller to pc
