  1. "Start" process running in task manager?

hello, i was downloading some things to my computer today and i noticed i suddenly have a process running in my task manager that's just labeled "Start", it doesn't seem to be using up too much of my memory and it isn't impacting my CPU, but i've never seen this before, can anyone tell me what it is and if it's safe? and if it isn't, how can i get rid of it? i've attached a picture of what the process looks like "Start" process running in task manager? f644f7e7-56b7-409a-9941-7d7aac9c376e?upload=true.png

    Task Manager not running

I have added a new task to the ones already populated which I suppose were in Win7
The new task or the present tasks are not running as there is no entry in the history or
    recently run file
are there other steps necessary to get the new task manager to start up ?

  4. "Start" process running in task manager?

task manager win 10 "general error trying to start process"

When I click "restart" for a process running in task manager, it throws a message "general error trying to start process". The process continues to run. The error dialog does not show an error code. I can terminate the process normally but the restart
command does not work. I have run sfc/scannow and DISM with no effect. Suggestions?
