Windows 10: start screen type in password how do i change the round circle picture i had put in

On start up where you type your password in there is a round circle above it and I want to change the picture in that circle or make it blank. Please how do I do that.

To address this concern, we suggest that you follow these steps on how to change your profile picture on sign-in screen in Windows 10:

• Press the Windows key, then click your account at the top of
  Start menu.
• Click Change account settings.
• Under your account name, you will see a circle then click the Browse button to choose a photo you want to set as profile picture.

How to change small round picture in welcome screen?

The small round picture on my Windows 10 welcome screen is not me, not my gender, or anything to do with me personally. The picture appeared on my screen (without, I assume, the permission of the gentleman in question - certainly without my permission) and
is that of a current serving member of the Australian Federal Parliament. You will understand it is most urgent that it is deleted without delay. There appears to be no assistance regarding removing/changing the (small) picture in the archives or in my Settings.
Please advise what can be done.
