Windows 10: Startup problem after update

After a Microsoft update, have problem on startup

Windows starts and I enter personal code then receive message "Personalized Settings Not Responding". This issue only occurs after updates. After rebooting 4 or 5 times, I do not have a problem until next update.

Running WIN 10, Version 1903.

Can't get GPU-Z to start with Windows 8.1 startup

I'm not sure how to do that. Could you list the steps for a noob?

A simple solution but one that works in most circumstances!

1. Click Start, click Run, type services.msc, and then click OK.

2. In the list of services, right-click Automatic Updates, and then click Properties.

3. In the Startup type list, click Automatic, and then click Apply.

4. If Service status is set to Stopped, click Start, and then click OK.

5. Right-click Background Intelligent Transfer Service, and then click Properties.

6. In the Startup type list, click Manual, and then click Apply.

7. If Service status is set to Stopped, click Start, and then click OK.
