Windows 10: sticky keys keeps turning on when I've turned it off

Every time I press a few keys sticky keys turs on even when I've got every setting under keyboard turned off and its getting worse because now I have to

restart my pc every time it happens then if I don't it starts getting worse to the point if I press backspace instead of deleting a single character it deletes the entire message that I'm typing and nothing other than restarting my pc works and its not a problem with the actual pc because its brand new along with the entire set-up no setting under keyboard is on so I don't know how its doing it.

Sticky keys turning on after my computer sleeps

Sticky Keys is a Windows Ease of Access feature that makes it possible to use keyboard shortcuts or type capital letters without needing to press more than one key at once. Since the sticky keys still turning back on when the Shift key is pressed 5 times, you
can disable it by following the steps below:

• Press the Windows key.
• Type "Turn on easy access keys".
• Press the Enter key.
• Click Set up Sticky Keys.
• Uncheck Turn on Sticky Keys when SHIFT is pressed five times.
• Click Apply.

sticky key can not be turn off.

sticky key can not be turn off.

I did try ease of access, control pan and website like this ( I can't turn off "sticky keys". )

after i turn it off and it shows the sticky key is off in the window, but it just did not change at all. when i open the ease of access or control pan it just shows the sticky key is on still.

 

When sticky keys turned on the keyboard locks

new laptop; if sticky keys are turned on the keyboard locks; sticky keys are turned off the keyboard works

on ancient laptop there is not a problem.
