Windows 10: Sticky Note resize problem after 1903 release preview update.

This problem started after upgrading to Win10 1903 Release preview.
When I open a sticky note it takes up the full screen. If I open a second one it will split the screen vertically with the first one with a slider in the middle. I can not resize the notes vertically by dragging the corners as I used to. If I exit tablet mode I can resize the individual notes as before, but only if I EXIT TABLET MODE. I disabled the "Snap Window" feature in settings to no avail. I ran the troubleshooters and then completely uninstalled and reinstalled the app. That didn't work either. The app is pretty much useless to me now. I liked to have a small sticky note window open to copy text from another app. That is impossible now. Sticky notes has basically become a full screen text editor for me. Might as well use Wordpad.

To disable Insights on Sticky Notes, please follow these steps:

• Open Sticky Notes.
• Click on the Menu (3-dots) button.
• Click on the Settings button.
• Turn off Enable insights.

Yes, there is a possibility that the recent update may have disabled or corrupted the apps. For us to isolate this problem, we suggest repairing or resetting Sticky Notes on your PC. Follow these steps:

• Open Settings and click Apps.
• On the Apps & features tab, locate the name of the missing app.
• Click the app and select Advanced options, then click Repair.
  
• If the Repair option is not available or does not resolve the issue, you may also try the
  Reset option. However, it's more likely that you will lose any app data that was saved.
• Once the repair or reset is completed, Sticky Notes should now reappear in the app list.
• You may now pin it to the Start Menu.

Windows app troubleshooter for this issue. Meanwhile, we also recommend that you reset your Sticky Notes app by following the steps below:

• Click the Windows icon and click Settings.
• Click System, and then click Apps & features on the left menu.
• Click on Sticky Notes on the list found on your right menu, click
  Advanced options link, and click the Reset button.
• Click the Reset button again when you see the confirmation dialog to reset Sticky Notes app.
• Close the Settings window and check your Sticky Notes app.
