Windows 10: STOP "problem with shortcut" error pop up boxes ANNOYING!

I have a shortcut to another computer on my desktop. Whenever that computer is offline, the i get an error message that says "problem w/ shortcut . . " i click it away by clicking 'ok,' and 10 seconds later i get another one. and another one (even if i dont click 'OK' on the prior one). If i do not delete that shortcut, I will get a screen full of these messages. I really would like to have that shortcut on my desktop. actually, it is to several different computers, each giving me the same error. This also happens when i am in some3 other folder with other shortcuts that are temporarily 'offline.'

cant i just stop those error messages entirely?

How to stop annoying Windows 10 search box popups

I apologize if I appear to contradict you.
Thing is, I have that setting in On position and I do not have the problems you describe.
I am using a Win 10 Home.

 

Very annoying pop-up


I keep seeing this very annoying pop-up but cannot work out how to stop it. It often pops up in Wordpad or Word, and in other places too.



It looks as if it is for people to write on with a tablet pen and Windows then interprets the handwriting to produce text, so should be in Ease of Access, but I cannot see where the option to kill it resides.

I hope someone can suggest a solution before I throw something at the screen.

Thank you for the reply, your recommendation "Do not allow any site to show pop-ups" is already checked. I am sure that it is not a browser problem as i am getting same pop up suggesting other software's.
