Stop Windows 10 from Changing Screen Resolution

How can I force windows to stop automatically changing my screen resolution via a windows setting and not pestering me to change it? I have searched this forum and found tons of recommendations but none of the work for me. I am looking for an answer that forces windows itself to keep the screen resolution I have manually set.

I think the source of my problem may be that I use an external HDMI switch connected to my TV so I can switch between a TV cable source and the computer running windows 10 using a single HDMI port on the TV. This resolution reset does not seem to happen every time, but it seems to be the source that often triggers windows to change the resolution. I used to get a prompt that said something like does your display look fuzzy and asked if I wanted windows to stop asking. I foolishly selected "yes" thinking that windows would stop asking me to change the resolution and just leave it alone. Instead, it apparently meant have windows stop asking and just change the resolution automatically.

My TV has a default resolution of 1980x1080 which what windows lists as (Recommended). But at that resolution, the edges of the desktop are badly cutoff which creates major problems since, aside from cutting part of the display, I cannot easily access the taskbar or the windows menu. But I found at a the next lower resolution of 1776x1000 the screen looks great and fills the entire screen. So I manually set it to that resolution but windows refuses to just leave it there.

All the suggestions I have found so far, like rolling back the graphics drivers or setting the resolution in the cards control panel, don't work for me. I need a solution that tells windows that when I set the resolution manually to leave it there and stop changing it or frequently bothering me by asking me if I want to change it.

I figure there has to be a setting which tells windows to stop this annoying behavior but I can't seem to find it anywhere. I can't even find a setting which allows me to be asked about the fuzzy screen again which was far less annoying than windows automatically resetting the resolution.

Is there a windows solution that will fix the resolution at the manual setting and stop windows from asking to change it? Failing that, is there a way to get the "fuzzy" prompt back so I say no which was annoying but at least prevented me from losing easy access to the task bar and menus?
