Windows 10: Stop windows from scanning for my face since I don't have facial recognition set up

Even though I don't have facial recognition set up and never have, every time I go to log into my computer, the camera turns on and the computer starts trying to find my face. I don't like that the camera is able to turn on like this without my permission and would like to disable this, especially since I have never used it to sign in.

  On the
  Start
  button, go to
  Settings > Accounts > Sign-in options.
  
• 
  Under
  Windows Hello, choose
  camera setup option.
  
• 
  Select
  Remove
  to delete or remove the previous facial recognition setup.
  
• 
  To setup a new facial recognition setup, go to
  Set Up > Get Started.
  
• 
  Follow the instructions to scan your face and click
  Finish.

Facial Recognition problem on Surface Pro 4

I suggest you to install any pending updates available and check for the status.

Also, suggest you to reset the Facial recognition by following the steps provided below:

• Go to Settings > Accounts > Sign-in options and locate Windows Hello.
• Select the infrared IR camera option.
• A “Welcome to Windows Hello” box will pop up. Press the “Get Started” button.
• Set up a PIN code if prompted to do so. If you already have one, this step will be skipped.
• Scan your face by following the on-screen instructions. For best results, hold your face six-to-eight inches away from the front of your Surface.
• Select “Finish” to complete scanning or choose “Improve Recognition” to continue scanning.

trying to turn off the Facial Recognition feature for Windows Hello or for the
Windows 10 Camera app?

• Under Picture password, click Remove.
