Windows 10: Stopping a Bing window from automatically opening on start up

I recently had my HP home desktop computer upgraded to Windows 10 Pro via a clean install. Cortana was intentionally not activated during the install. When I now start the computer or when the computer awakens from a sleep state an infernal Bing window appears and want this window to not appear ever again but cannot find any reasonably simple way to stop it. My default browser is Chrome and my preferred search engine is Google. Please help.

A simple solution but one that works in most circumstances!

1. Click Start, click Run, type services.msc, and then click OK.

2. In the list of services, right-click Automatic Updates, and then click Properties.

3. In the Startup type list, click Automatic, and then click Apply.

4. If Service status is set to Stopped, click Start, and then click OK.

5. Right-click Background Intelligent Transfer Service, and then click Properties.

6. In the Startup type list, click Manual, and then click Apply.

7. If Service status is set to Stopped, click Start, and then click OK.
