Windows 10: Stopping cursor hovering

I have a new Lenovo laptop with Windows 10 Pro. I cannot turn off the hovering feature that changes windows everytime the cursor hovers over a new window. I am using the touchpad, not a mouse. I have followed the published instructions of unclicking the "Activate a window by hovering..." box and restarting the computer several times with no success. this unwanted feature is making staying on task while using this computer almost impossible. What is my solution?

How to stop cursor hovering from opening links

I am going crazy. After resetting my Dell 5566 Windows 10, the touch pad hasn't been working properly. The cursor will open Windows when hovering over a link. I've tried several things but nothing works.

I made changes in registry for the mouse that I saw somewhere but that didn't help. Is the cursor using the touchpad the same as the mouse cursor?

Please tell me exactly what I need to do to stop the hovering.

1. Does this happen when you’re accessing the website or it happens with all the Windows?
   
2. Do you use Touchpad mouse or Regular mouse on your PC?

However, I suggest you to follow the below steps, and check if that helps.

1. Click on Windows key +
   R button and type Control panel
   
2. Click on Ease of Access
   
3. Then click on Activate Windows by hovering over it with the mouse
   
4. Then click Apply and
   OK.
