Windows 10: Store Exprience Host prevents .exe file running

i'm using w10 version 1809
i recently noticed that i can't open .exe files directly. "Store Exprience Host" opens in a white page and i can't run that .exe file
but when i use proxy , in Store Exprience Host i see waiting logo and after few moment , my .exe runs

for example i want to run an app , but Store Exprience Host opens and without using proxy , it will not closes to run that .exe file

how can i disable Store Exprience Host when running a .exe file?

Cannot run .exe files

I rebooted my computer and it downloaded some updates. When it restarted, I could no longer run any .exe files. When I click on one, it asks me which program I would like to use to run it. Obviously, there are no programs on the list it offers me. The
weirdest part is that some downloaded applications (like chrome, thankfully) still run. Any suggestions on how I can fix this or what happened?
