Windows 10: Strange performance issues

For several months i've been having very strange performance issues on my PC.

Occasionally, things like video playback and window functionality will freeze, alt-tabbing will no longer work for a period of time [and inputs queue up and fire off once the system returns to normal], and Explorer extensions/menus like the Start menu/action center will either take a long time to open, or not open at all.

Typically it seems to be lined up with a CPU usage spike? However, i don't know if it's the root cause. It's an i5-9400f which isn't even an awful CPU [far from amazing but still], let alone nonfunctional.

Not to mention, i have NO clue what could be causing the usage spike. I usually only have things like Chrome, Discord and whatever background processes open, and it idles at about 10-20% usage.

This began back in at least August, around when i started using Quest Link for VR. I noticed this then because it had a significant impact on performance during that.



I asked around a bit and i've had some people never face this issue even on weaker PCs, and i've had one or two people say it tends to happen when they rapidly open or close apps, especially Microsoft/UWP apps, which i can attest to being a _huge_ CPU hog, though it doesn't by default cause any of the aforementioned issues.

Does anyone know if there's any way to diagnose what's wrong, or if it's a hardware issue or OS issues?

That's what the auto setting will do since you're over the 1333 mark it jumps to the next step which isn't listed or officially supported I assume by that ram.

At this point though I would suggest dropping the multi one step or .5 so that we can get something stable and possibly take the heat issue out of the picture for now.

I would suggest you to perform System Maintenance troubleshooter on the computer and check if it fixes the issue.

Please follow the steps to perform System maintenance check to improve performance of the computer:

I also suggest you to install the latest Windows updates and check.

Windows Update helps keep your computer up to date with the latest system updates and drivers. You can check Windows Update manually to help ensure you have the latest updates.

  Click on Windows Updates
  
•

  and install the latest windows updates.

Edge Search Does Not Permit Change of Region

Thank you for posting the query on Microsoft Community. I am glad to assist you on this.
We have reproduce the issue here and we are able to access non-regional search for google using Microsoft Edge.
I would suggest you to try the below steps and check if it helps.
Step 1:
Clear browsing data option of Microsoft Edge and check if you face the issue. To do so perform the steps below.

1. Click on the More actions icon next to the feedback icon present on top right corner of the Project Spartan homepage.
2. Select Settings and click on Choose what to clear.
3. Check the boxes Browsing history, Cookies and saved website data and Cached data and files and click on Clear.

Step 2:
I suggest you to create a new user account and check if the issue occurs.

1. Go to Settings.
2. Choose Accounts and then select Family and other users.
3. Select add someone else on this PC.
4. Enter a user name and hit next.
5. Click on Finish.
6. Sign out from the current Account and Log into the new account.

Step 3:
It could also happen because of network issue. I suggest you to try with different network connection and check if it helps.
