Windows 10: Stuck at "Choose a keyboard layout".

Discus and support Stuck at "Choose a keyboard layout". in Windows 10 Installation and Upgrade to solve the problem; Is there any specific link to a Windows 10 ISO online, or do I have to make one?     Now i wonder why most bailed out on this topic. Before you started topic of saying you were stuck on a clean install of doing Windows 10. I asked if already did the upgrade from previous operating system, i believe you did answer in some form.
    So if trying to do a clean install of Windows 10 before starting this thread, how were you doing this with no Windows 10 disc then to begin with, that you are now asking for a link to an ISO ? Yes, there is a link here in tutorial sections.
