Windows 10: stuck in a loop error

I am getting and error that is saying,"The computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install windows, click "ok" to restart the computer, and then restart the installation."I clicked ok multiple times and it still goes back to this error. I did a hard shut down multiple times and it comes back to this error, cannot enter to BIOS or boot choice.mini laptop EVOO EV-C-116-7PR eMMC 64gb celeron.

Bios:

• Pheonix Technologied Ltd.

• Version 6.00PG

Graphics card:TechPowerUp

I am getting a blue screen saying (as far as i can remember)
