Windows 10: Stuck in Automatic Repair loop with no space on C drive

I've seen this exact topic posted in other locations but never with a solution that works. My Windows 10 machine keeps getting stuck in the Diagnosing system/ Automatic Repair/Troubleshoot loop on startup. I've tried "Reset this PC" amd "System Restore point" as both have worked as solutions for other users however my system tells me I have too little space to complete either task. But of course I cannot access my desktop to clear space. I tried booting to safe mode using several methods including cmd prompt but the machine never launches in safe mode and keeps bringing me back to Automatic R

Stuck in automatic repair loop

Yes I've tried startup repair, it loops all the same. I CAN load command prompt, and my C drive is my 100mb drive. So it seems to all look fine... I've now also used command prompt to load in safe mode but it just loads the preparing automatic repair screen,
looping again....

Step 1: I suggest you to install Windows 10 using the media creation tool:

Step 2: After installing Windows 10, perform an Automatic Repair.

Perform the Automatic repair:

• 
  When your computer starts, wait for the manufacturer logo to check the option for boot menu, it will usually be
  F12.
  
• 
  The boot menu key might differ with each manufacturer. If you are unable to find the boot menu key, you may refer the user manual.
  
• 
  Restart the computer, when the manufacturer's logo is displayed, keep pressing the
  Boot menu option key to enter the boot menu and change the boot option to
  CD\DVD ROM.
  
• 
  After you boot your computer using Windows 8 DVD, a black screen appears with gray text "Press any key to boot from CD or DVD". Press any key.
  
• 
  Select the correct time and
  Keyboard type.
  
• 
  Click Repair your computer in the lower left corner
  
• 
  Click on Troubleshooting, advanced option and then click
  Automatic repair.
