Windows 10: Stuck in restart loop after restart

I restart my PC and it is stuck in a restart loop. I waited for 1 hour and a half but it won’t go into automatic repair. It just shows the start up screen with the HP logo and the loading circle as usual. But when the logo and the circle thing disappears, it reappears a few minutes later. It just keeps going.I did a force restart but nothing happens.My Pc is a windows 10 with version 21h1

my teacher's computer is stuck in a restart loop

hey my teacher/coach's school computer (dell optiplex gx150) is stuck in a restart loop. When it boots up it will make it to the windows os load screen and then restart. i already tried all the settings in the F5 menu and none of them worked it just restarts again.

p.s. I also see a blue screen flash on and off the screen b4 it shuts itself down and starts again.

i need some major help on how to diagnose and fix the problem.
