Windows 10: Stuck on build 19018 - 0xc1900101 – 0x20017. installation failed in the safe_os phase...

I'm trying to update my windows to latest insider build however I keep bumping to the same error for the last 4-5 builds.


0xc1900101 – 0x20017. installation failed in the safe_os phase during boot operation.


I would like to determine the root cause for this so that I can update. Clean install is not an option, I'd rather stick to 19018 forever than clean install due to the huge amount of applications on my system.


Things I have tried

1. clean boot
   
2. sfc /scannow
3. dism /online /cleanup-image /restorehealth
4. removing all usb devices
5. removing all pcie devices except GPU
6. upgrading from the ISO

They all result in the same process PC restarts -> shows Windows Logo -> restarts -> Boots the old version.

When upgrading through the ISO the message appears

The installation Failed is SAFE_OS Phase 0xc1900101-0x20017

Hi all,

I am out of ideas here on how to upgrade from 1803 to 1903, I have been googling and trying things almost all night to no avail. I learned this is some sort of driver that is outdated, what is the best way to find which driver it is? Are driver update programs like SDI safe to use?

I tried to update both via the Windows 10 update assistant as well as the media creation tool. I always just get the installation Failed is SAFE_OS Phase 0xc1900101-0x20017.

- Removed all USB devices as well as extra HDDs and peripherals
- Ran various chkdsk and dism /online /remove-package /package as well as various other commands that repaired some errors.
- Tried the windows update troubleshooter
- Tried a clean boot

Any other ideas? I am thinking I may be stuck doing a fresh install of windows. If you need any other information please let me know and thanks!

Installation of Windows10 failed in SAFE_OS phase with error in BOOT

I tried to install Windows 10 on my Samsung RX511 laptop but the installation failed towards the end of the installation procedure with the message:

0xC1900101 - 0x20017

The installation failed in SAFE_OS phase with an error in the BOOT operation.

Has anyone experienced this failure on a Samsung RX511 laptop and found a fix for this problem?
