Windows 10: Stuck on Time / Date Screen on Windows 10 Desktop

I cannot get passed Time / Date screen with the background picture. Whenever I click a key for try and slide it up it just shoots the picture straight down. I have read alot on this and I cannot get into safe mode to save my life either. Here are the things I have tried.

• My mouse and keyboard are working
• I cannot do the Shift + Power button because the power button is not at the bottom right
• I literally borrowed my dads computer and plugged the hard drive in and it did the same thing.
• I've even tried yelling at it and that didn't work.

If anyone has a solution to this please tell me, thank you.

To understand the issue better, I would like to ask some questions:

• Is the computer stuck in the Installing updates screen?
• For how long is the computer stuck in the screen?
• When was the computer last updated?
• Is the screen showing any percentage of installation?

Sometimes the installation might take a long time to install if the update is of large size. So, I suggest you to wait for sometime and check if the system boots to the desktop. If it is taking a longer time, then perform a Power Drain by following the steps
provided below:

• Shut down the Computer.
• Remove all power source (including battery if it is a laptop).
• Press and hold the power button for 15-20 seconds.
• Connect the power source and start the computer.
• After the computer boots to the desktop, suggest you to install all the pending updates.

In that case, we suggest repairing your computer via startup repair. To do so, you will need a Windows 10 recovery media or installation drive/disc and follow these steps.

• Boot from your Windows 10 installation drive/disc.
• On the Windows setup screen, select your language preferences and click
  Next.
• Select Repair your computer.
