    I thought Is a problem of each game, I posted on the forums like Bethesda: https://bethesda.net/community/topic/330544/stuttering-on-new-orleans-sas-machine?language[]=en

    I contacted with them via costumer support and nothing helped me.

    I've read about a Windows Standby memory issue, and I use Intelligent Standby list cleaner but the problem persist.

    The games stutters, for example Wolfenstein II, Counter Strike GO, The Witcher 3, and many more, I tried EVERYTHING POSSIBLE in my hands, changed the CPU for another one (the same model Ryzen 5 1600) with the Warranty, I changed the PSU, MOBO, SSD, HDD, RAM for another kits of the same model. Fresh Windows install, Windows 10 May 2019, compilation 18362.175, latest drivers, bios, install and uninstall using DDU, stock/OC settings on UEFI, enable disable services, on/off v-sync, game tweaks, enable/disable high precision timer, Game DVR, and the endless list continues.

    I'm trying to sell my RAM and GPU to get another differents, like Patriot Viper RGB and RX VEGA 64 respectively, but I think is a software Issue, but it seems nobody is responsible for this.

    Stuttering games since more than a year ago

    Lego games stuttering after Creators Update

    Same situation. Three LEGO games (The Lego Movie, Lego Marvel Super Heros, Lego Star Wars Saga) are stuttering since I have installed the Creators Update. Interestingly this stuttering has been reported on Steam already years ago, however, before the update
    my system was running the games smoothly.

    Your question made me search for a possible fix again and I just found a few suggestions I had not tested before - one of them actually fixed my system. The culprit appears to be the Logitech SetPoint software you may also have on your computer, if you are
    using a wireless keyboard/mouse/controller from Logitech. Closing setpoint.exe fixes the issue and my LEGO games are now running smoothly without any stuttering. Of course you won't be able to change the settings of your wireless Logitech devices for now,
    however, that's a minor point, for me at least.

    Hope it works for your LEGO game, too.
