Stuttering/input lag issue isolated to May 2020 update

After a couple of weeks of intense troubleshooting, I've finally isolated the root cause of some new painful stuttering/input lag issue that has caused me great pain since I updated to Windows 10 version 2004. I am running an NVIDIA RTX 2070 Super.

Let me preface by saying that these performance hiccups may not be obvious in most usage scenarios. I am a bit of a special snowflake in that I multibox 6+ clients of a specific online game in borderless fullscreen mode on my primary 1440p display, which all render simultaneously and I swap between them with hotkeys. Outside of certain high-APM scenarios while doing this, I can't really notice any major performance issues aside from some hiccups that may or not be related. I did notice some issues playing PUBG which started around this time and could be related to this update, but I'm not sure yet if that's fixed as it didn't repro often enough for a small amount of testing to be sufficient.

I will add that I performed many types of troubleshooting to see if I could remedy the issue, including:

    • Updating to the latest retail NVIDIA drivers
    • Testing with only one monitor plugged in
    • Turning G-Sync off
    • Changing display refresh rate to 60
    • Turning off Game Mode/Game Bar
    • Updating to the latest preview NVIDIA drivers (version 450.99)
    • Turning on hardware-accelerated GPU scheduling in Windows 10 settings (only visible after installing the 450.99 NVIDIA driver)
    • Many more things
    • Wiping my disk and freshly installing Windows 10 version 1909 (THIS FIXED THE ISSUE)
    • Updating this fresh Windows 10 version 1909 to version 2004 by enabling the Windows Insider program (THIS IMMEDIATELY RE-INTRODUCED THE ISSUE)

Luckily, my test for these hiccups is very easy to verify in about 10 minutes of play between each change.

As a gamer, I worry that while it may be harder to test for performance issues in other scenarios such as some other games I play, they could still be there. And it's not a good feeling when a game you're playing has a hiccup and you're left wondering if it's because the game just maxed out your CPU/GPU/etc., or whether the WDDM just took a shit. I will say that I noticed the stuttering even when I left Task Manager open on a secondary screen and could see that my CPU and GPU usage were not being maxed out, but instead sitting at 60-80%.

Anyone else run into a similar problem?

    Input lag?

    • So I had to install the last fall creator's update because of mandatory security updates. Sometimes I launch tf2 and there's major input lag while other times there isn't. I used to have a solution of reverting to a version before the fall creators update
but I've tried that recently and I needed to reinstall Windows 10. Another solution was to just restart but I don't want to have to restart my laptop every time I want to play video games. I don't know what's causing the input lag, whether it's because of
the game or the OS or Logitech Gaming Software (which might not be the issue since I had this issue way before I ever got a logitech mouse). I suspect it's the OS and the fall creator's update. I need a permanent solution to stop this input lag. If anyone
has one, I would really appreciate it.

Stuttering/input lag issue isolated to May 2020 update

    x1900xtx input lag

Ok I have the same issues with the input lag when using ati tool and the dynamic fan control. I only use ati tool for this feature so my question is this: does the latest version address this issue and if not, can I control the fan speed a different way that wont cause the stupid input lag? The x1900xtx get HOT and I like ati tool, but it is hard to play css when you have input lag for 3-4 seconds every 2 minutes. Please help me ASAP. Does .26 version fix this or what are some suggestions that might eliminate the input lag but still be able to use this great tool? Thanks! Does anyone know if ati tray tool works better in this department?
