Windows 10: Stuttering when opening some programs

Hello! First of all sorry for my bad english.
I have heavy stuttering for a couple of seconds when i open some programs and i noticed that this could be related to hardware accelleration.
I think this because I had this problem on almost every program but i magically solved it when i disabled "hardware accelleration" where i could. In this way i was able to fix the problem for spotify, chrome, playnite, blizzard launcher and so on.
The main problem is that i can't disable it on everything, so at the moment i still have stutter when i open almost everything (for example nvidia shadowplay by alt+z, apps like dropbox, netflix and so on).
How can i fix this?
My setup:
Windows 10 Pro 64
Intel Core i7 8700k
Asus ROG STRIX Z370-F
Nvidia Gtx 1080 (Gigabyte GV-N1080WF3OC-8GD)
G.Skill Ripjaws V 16gb
Samsung MZ-V7E500BW SSD 970 EVO
Corsair RM750X 750Watt
Corsair Hydro H115i Pro

All drivers are up to date, i tried also to change power plan, test without any open app, swap physix in Nvidia control panel and a lot of other things before find that the issue is caused probably from hardware acceleration

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

 

FPS drops below 10 every couple of minutes

Very interesting. Our default suggestion list for fighting stutter becomes more interesting.

 

Mouse ticking stuttering issues when gaming

To isolate your concern regarding your mouse ticking stuttering, kindly answer the following questions:

• Have you made any changes prior to the issue?
• What troubleshooting steps have you done so far?
• Are you experiencing the same issue when playing other games?
• Does the issue also occur in other programs?
