    Thank you. I have an external flash drive with the 1803 build from which I installed a few weeks ago. Prior to June 1 I was using the previous build and it worked pretty well. With the 1803 build install, I've had a lot of issues. I've made some changes
    in policies and system settings. I am thinking about reinstalling the 1803 again before I have too much info accumulated to reload. However, I don't know much about the settings and policies. I would likely get so frustrated again and end up changing things
    without knowing what I'm doing. It seems to be stable, so I don't think I did anything too drastic. Is there more detailed information (more than what is shown on the help screens) about settings and policies somewhere?

    I don't know where to find the Surface Laptop model number.

    Hi Second, a Surface must be re-installed from a Surface image rather than the usual Windows 10 USB created form an ISO . . .

    A re-install will put your Surface laptop back in its original Factory State, what is the exact Model of your Surface Laptop?

    This doesn't list the "Surface Laptop", but you might give it a try to see.

    *Arrow Boot Microsoft Surface from a USB device

    Otherwise, you should be able to use OPTION ONE below to boot from the USB from advanced startup.
