Windows 10: Sync issue

I am the only administrator for this PC. When I try to turn on sync I am getting the error message: "Sync is not available for your account. Contact your system administrator to resolve this." How do I fix this?

That's what the auto setting will do since you're over the 1333 mark it jumps to the next step which isn't listed or officially supported I assume by that ram.

At this point though I would suggest dropping the multi one step or .5 so that we can get something stable and possibly take the heat issue out of the picture for now.

Keyboard layout syncing issue in Windows 10

Does this issue confined to keyboard layout?

I suggest you to Turn off the Language preference and Ease of access Sync settings and check if it helps. You may follow the steps below and check if it helps:

• 
  Press Windows key and then type Sync your settings.
  
• 
  Turn off language preference and ease of access.
