Windows 10: Sys Interrupts extremely high despite exhaustive effort to remedy

Recently picked up an HP Laptop, model HP 15-f233wm, it's one of several I keep around for random tasks. This machine is spec'd out as follows:

* Intel Celeron N3050 @ 1.6GHz
* 4GB 1x4GB DDR3L SDRAM
* Intel HD Graphics 620
* Zheino 256GB SSD S3 2.5" SATA3 3D Nand SSD
* Realtek Ethernet and Wireless

When I first picked up the machine I dropped a brand new SSD into it and performed a fresh installation of Windows 10 Home using the Microsoft provided media creator image. Everything went well, nothing seemed amiss during the installation.

Shortly after getting the machine updated, maybe a day of light use, I noticed latency issues and chopping in the display during streaming playback, but Warcraft seemed to run just fine, which led me to the task manager where I noticed the system interrupts were running between 15 and 30 percent.

Rebooting, stripping services, tearing down the machine and making sure there were no ground faults or misaligned connectors, a complete reinstall, switching to a standard HDD, changing the memory, wireless card, and removing the optical drive all had no impact on the overall issue, which is that one out of every five starts, the system interrupts are through the roof.

Booting from a live Linux installation, and/or installing Linux to the machine seemed to work fine, I didn't experience the issue while running various versions of Linux, and have been unable to track down the fault in Windows.

Event logs show only DCOM errors and the occasional complaint about a Kernel PnP failure, device manager shows all devices properly installed, and the updates have all been applied, I even installed and ran the HP Support Assistant (blah), and installed their recommended packages with no change in the situation.

I'm not a Windows 10 expert, coming from the Windows 2000 era and mostly using Linux for everything except games now, I am not sure where to go from here.

If there anything I am missing, or is this issue simply not fixable?

Regions speech not available despite correct language pack install

The issue still remains unresolved, as English (Australia) simply does not show up in the list despite following all suggested steps to date (which I had done previously)

 

High average interrupts/ proccesor


Someone told me to run the perfmon /report report for resource montior.

I am getting this one warning. "High average interrupts / processor. This machine has 8 processors and 6 network cards. Total Interrupts/sec on the machine is 51559. The average interrupts per processor per sec is 6445."

This seems like a really really high number compared to the average. Does anybody know how I could find the cause of this problem?

 

High CPU usage when idle - System and System interrupts

I've been trying to find a solution for a while and decided to ask here for more help. I've noticed that my CPU usage is pretty high when idle, even after a cold reboot of the computer:

I've tried to dig deeper and used Processor Explorer to get more information, which, strangely enough, shows that "System interrupts" uses up more % of the CPU than the "System" process:

Next I've tried to narrow down the causes of the interrupts by using the Windows Performance Recorder and analyze the graph using the Windows Performance Analyzer (can't post the screenshot due to not having enough rep, but it looks like hal.dll is causing the most interrupts, but less than the 20% seen with Process Explorer)

Any suggestions how to proceed?

I've updated the GPU and sound drivers and Windows is up to date.
