Windows 10: System Files being created on an alternate drive?

Hello,Every time I try to format this hard drive, these files see picture keep reappearing no matter what I do.The Xbox Games folder can be deleted, but the Program Files and WindowsApps folder can NOT be deleted.I've tried formatting. Erasing the disk and making a new volume on it, and every time, without question, these files keep returning.Any advice as to how to make this stop would be greatly appreciated.

Try the below troubleshooting steps and check if it helps.

Step 1: I suggest you to run the SFC scan as System File Checker utility in Windows allows users to scan for corruptions in Windows system files and restore corrupted files. If a
Windows Resource Protection (WRP) file is missing or is corrupted, Windows may not behave as expected.

Creating Recovery Drive including System Files

As you said the recovery drive is only 512 MB, it seems that you have not selected the all the drives. It is not possible that the recovery drive is only 512 MB. The C:\ drive itself is more than 3 GB because of the operating system files are installed
on it. So, try selecting all the drive and check if you are able to create a recovery drive.



If the issue still persist, it could be due to the Volume shadow copy is not running on Windows background. Let’s try turning on the Volume shadow copy and check. Follow the below steps.

• 
  Press Windows key + R, type services.msc and press
  Enter.
  
• Locate for Volume shadow copy, check if the services is running. If is not running, right click on it and click on Start. (If it is running stop it, and start it again manually).

Unable to create a recovery drive with system files

Sorry to say that I did all that was suggested and still unable to create a recovery drive (USB) if I include the system files. Any further suggestions would be appreciated. JohnB
