Windows 10: System sounds volume keeps resetting to 100%

I'd like my system sounds slider to stay at 10% of the overall volume. All other volume settings seem to stick. Windows rememebers my overall / winamp / browser etc. volume just fine. Only the system sounds revert to EAR-SPLITTINGLY LOUD at seemingly random times. Sometimes after a restart (but not every time), sometimes in the middle of a Windows session. Is this a known Win10 bug?

System Sound Volume

Windows 10. System Sound volume. I turn it down using the "Volume Mixer." Everything works as expected. Until I close the volume mixer. Then System Sound goes back to 100%. The only way I have found to turn it back down to the desired volume it is to OPEN
the volume mixer. As long as "Volume Mixer" is open, the system sound volume stays at what I set it at. But if I ever close the Volume Mixer, or restart my computer, it's right back to 100%!

Is there something I'm missing? How do I keep they system sound volume down? It's like a zombie or the hero in an action movie! No matter what I do, it keeps rising up to maximum power!!!!

Cortana/System Volume changing on it's own.

So after further testing, I guess this can be moved to another section.

I added my Gmail to my Windows 10 Mail app and turned on audio notifications and it does the same thing. I had System Volume at 25%. I recieved an email, and the notification came up. It was loud as hell, so I checked and apparently Mail had reset it back
to 100%. I reset my volume back to 25%. Then I tried recording something on the XBOX app. After I canceled my recording it played a sound. It was loud as hell. I checked my volume, and System was again back at 100%.

So, it seems Windows apps themselves are resetting the volume to 100% when they play audio.

 

I've turned off system sounds for this very reason.

 

Same thing happening here, so it's yet another new os quirk. :/
