Windows 10: System won't boot

Discus and support System won't boot in Windows 10 Support to solve the problem; According to what I've read, the -5volt circuit is not normally used so I suspect there may be another issue.     According to what I've read, the -5volt circuit is not normally used so I suspect there may be another issue. How do I troubleshoot the motherboard? The Dell power supply has a built in breaker which trips immediately. If I hold the reset button the power supply will run for the durration of the press, but the computer will not even begin to boot.
