  1. Taskbar "dancing"?

So, for about a week now, my notification section of my taskbar has been "dancing". I've restarted, rebooted, restored, messed around in settings, and asked 3 different tech specialists, and I still can't figure out the exact issue nor how to fix it. I'm worried it's affecting my performance, since sometimes my mouse cursor will have the blue loading circle pulsating next to it, in time with the pulsing of the taskbar

Here's a link to a gif of my issue, since it's hard to describe. It also, as you can see, shows up in all taskbar orientations.:

I really need help. It seems like no one else has ever had this issue!

    :)
